Cook beef, onion and green pepper in a large skillet over medium-high heat until meat is brown, stirring to separate meat. Drain fat. Stir in spaghetti sauce; mix well.
Combine spaghetti noodles, Parmesan cheese, eggs and butter in a large bowl; mix well. Place in bottom of a 13 x 9-inch baking dish. Spread ricotta cheese over top. Sprinkle shredded Italian cheese blend over ricotta cheese. Pour sauce mixture over cheese. Sprinkle 1/4 cup Parmesan cheese over the top. Bake in preheated 350º oven for 30 to 45 minutes or until hot and bubbly.
