Preheat oven to 350° Line a baking sheet with parchment paper.
In a small bowl, stir together flour, baking soda and salt. Set aside.
In a large bowl, cream together sugar, brown sugar, butter and
lemon extract with an electric mixer until light and fluffy.
Beat in egg. Add the flour mixture and stir just until combined.
Fold in lemon chips. Roll dough into 1 inch balls.
Place on prepared baking sheets and gently press down with your fingers.
Bake 9 to 11 minutes. Remove from baking sheets and cool on wire racks.
